RBS and Lloyds join public sector

According to the latest ONS data released today, the classification of Royal Bank of Scotland Group and Lloyds Banking Group to the public sector increases employment in the public sector for Quarter 4 2008 by 230,000. I wonder whether there will be any unforeseen pension implications now that the two organisations are deemed to be public sector? See:
